Shortly buying this as a gift for my father. Will it his sim fit the new phone or will i have to cut it? Vodafone say i will have to buy a new sim??

5s and the 2020 SE both use a Nano SIM, which is the smallest of the SIM sizes.

Last iPhone to use a Micro SIM (the one bigger than the Nano) was the 4s
