Handicap cert for mount juliet?

    Heading to kilkenny in August to play Mount juliet there will be 9 of us golfers, 5 have official gui handicap 3 lads don't. It says on their website that a handicap cert is required to play, is this enforced? Will the 3 lads without handicaps be allowed play?
