No form of photo ID for vaccination?

I’m 17 and I don’t have any form of photo ID. I can’t get vaccinated without one. My school doesn’t issue ID, my dad refuses to sign for a passport for me and the HSE have been absolutely useless and have basically just told me there’s nothing I can do. what can I do?

"Aged 16 or 17 and have no photo ID
Bring either a copy of your birth cert or proof of your Personal Public Service (PPS) number if you are aged 16 or 17 and have no photo ID.
This proof could be a child benefit letter to your parents containing your PPS number.
You will be vaccinated as long as you have one of these documents."

Or get a Public services card
