Want to remove gravel and lay grass instead

I bought a house and the back garden is covered in gravel. However, the garden was neglected and there are as many weeds/debris now as there is gravel. There is a black weed-proof barrier under the gravel but obviously the weeds just grow above it. I really would prefer to lay grass instead and be done with the gravel. I want to remove all of the gravel/weeds/debris and then lay down topsoil and then grass seed. However, I was talking to someone and they said I should just save myself the bother and lay the topsoil over the gravel instead. Does anyone know which would be the better option?

Depending on the height/ level issue it just depends how much effort/ work you want to put in. If it's a small'ish garden area I'd go 'all in' -- digger/ removal / topsoil & seeding. A good size area just go topsoil/ rolling & seeding

It's a small enough back garden, regular 3 bed semi townhouse. I think I'll go about removing the gravel so, might as well do it properly since it's not a large area.

Grass grows on very little soil, the gravel is good drainage. I'd level it, whack it, then add but 3 inches of soil
