PEN fault detection requirements for EV chargers

Hi anybody got guidance on if there is a requirement to to have PEN fault detection in Ireland on a TN-C-S electricity supply or if a dedicated earth rod is required for EV charger installations in conjunction with the type A or B RCBO ( depending on if charge unit has built in dc protection)

so the supply is basically taken from consumer unit & backed up with the correctly selected RCBO. No need for a secondary earth rod adjacent the EV charger.
