Looking now to plant seed, do I need to dig up the old grass or kill it off before seeding? Any advice is appreciated

Cut short, apply roundup ( or it's equivalent ) ( wait 6 -8 weeks ) consider scarifying the dead grass if required ( time wise) apply seed, top dress with top soil, or compost ! ( is financially viable), wait for grass to grow .. profit ?
