How to read electrical cert 3 and what should be on it??

Hi all,

I got the house, shed and a few outdoor lights and sockets rewired. Complete new from scratch even moved the board. Have a new second board in the shed as well. I got the cert <50kva and it only listed sockets, lights and fixed appliances. The number on the form was not enough to cover everything between the house, outside and the shed. So I texted the installer and said the numbers don't look right. He said the numbers should be right for inside the house only. The numbers are still not right even of it's just inside the house. Do you not include the ouside or shed on this cert or do you get a certificate for the wiring in a shed or garden? Any help on this before I call him back.

All sockets and lights should be counted and included in test records

Your pump is a fixed appliance and should be counted as this (along with cookers,smokes,carbon detectors etc)

the totals on this certificate should tally with the individual circuit numbers on your test records

your rec has to provide a copy of this certificate along with test records to safe electric

Ok so an update. Got him to call in yesterday and go through things. He counted up the things again and said he will issue a certificate at the start of next week. I will pot it up when I get it.

Any electrical work undertaken should be included in the certificate

you should have received a test records sheet also.

this would include a breakdown of each individual circuit and the corresponding number of outlets and test results for that circuit

if the house needed a rewire then it’s possible that this is not the correct certificate as most times the main cables need to be upgraded and Esbn need to call and connect into the meter. (Post a photo of your meter cabinet)

Thanks meercat. Yes I got the meter moved by the ESB to a new location and the ESB connected the tails. I will edit the cert I got and post it up.

your mains cables have been replaced

it’s possible that your distribution board is too high (depending on ceiling height). It should be 2.15m from floor to the top row of your tripswitches.

I measured the height and it's spot on the 2.15 as you said.

One last thing. Should the socket and lights number include the shed lights and sockets and I have a water pump on my back boiler in the fireplace, should this be on the cert as an appliance? It's wired directly to a switch.

just looking at your distribution board again (it’s hard to distinguish and they may be single mod rcbo)

all lighting circuits should be rcd protected

post a clearer photo of distribution board

if this is done it’ll be noted in test records along with the activation trip times.

Yes they are rcd protection for the light circuit

when you get the test record sheet this will be noted along with operational times.

Hard to tell but it looks like they are individual single mod rcbo’s(test record sheet will confirm)

yes all lights now require rcd protection to comply with is 10101

They are single mod RCBO’s alright. The slightly darker blue bar at the top is the test button. The part number also confirms it.

Is there a main overcurrent device? I don't see one - just the main switch and ESB isolator.

Also, that's a Cert No. 1 on the RECI ECC (Electronic Completion Certs) system - not a Cert No. 3

Ok so my guy got back to me and said that the cert was just so the ESB could move and connect up the supply to the new board. He said he still has to use the test sheet to complete the cert but will do so and drop in next week to go through it with me. I don't know why he didn't do that in the first place and send me everything at the same time. He has been Finished here over six weeks. I will update here when he calls in. Thanks to everyone for their comments.

That certificate is not the one esbn require for repositioning or connection to the meter. It has no correlation to any work that has been done

if he has already completed the work correctly then he will have the test records sheet completely filled out already and be able to furnish a Cert 1 from this. A Cert 1 is required to gain power from esbn (or move meter etc)which you already have. There’s something not correct about this sequence

Can just about see its a Hager NBN263A 2-pole MCB used there for both main overcurrent and main switch (of both L and N).

technically you should have got a cert 1for the complete installation and not a Cert 3 as you have here

the min insulation resistance is a bit low for a complete rewire (although within perimeters) imho and doesn’t match the original certificate 1 reading you posted previously which I’d say would be more realistic

The guys work got an inspection by whoever does inspections on electricians as he arranged a time for the inspection. To be honest he is a nice guy but I wouldn't have him do work again.

Looks like this consumer unit is mounted directly on the old stone wall?

Would it be preferable to have the consumer unit mounted on a board (as is the ESB's meter etc) as the old stone wall may be prone to condensation in winter??
