Parent's Leave Increased to 7 Weeks from July 2022 - Backdated to when?

I saw in the budget that Parent's Leave is increasing from 5 to 7 weeks. The last time it was increased in April this year, the increased benefit was available for children born from November 2020. Does anyone know if it has been established what will be the availability for the next increase?

The DPSP press release (first link below) says:

Parent’s Benefit - An extra 2 weeks payment for anyone who has a child under 2 years of age. The additional two weeks leave and benefit to be taken, as is the case for the existing five weeks, during the first two years of a child’s life, or in the case of adoption, within two years of the placement of the child with family from July 2022

Does that mean if your child is under 2 (so born July/Aug 2020 onwards) you can avail of the 7 weeks? Not sure that is the correct interpretation of the above and perhaps it is too early to tell. Thanks!

"It was announced in Budget 2022, that the following changes to parent’s leave provisions will apply from July 2022:" according to https://www.citizensinformation.ie/en/employment/employment_rights_and_conditions/leave_and_holidays/parents_leave.html#
