Just wondering if hours that arise under that allocation need to be advertised or is that at the discretion of the school ?

It will be some ‘jobs for the principal’s niece scenario if the latter but then again I suppose they should be deployed ASAP

They don’t have to be advertised. Person needs a teaching council number. Most schools will struggle to use them.
