HSE not providing start date after successful clearance process

Permanent contract role with the HSE, successful interview, clearance, reference checks all good - 5 weeks now since they told me on the phone they are about to give me the contract and start date, and they have disappeared. Refuse to provide any updates other than that they are waiting for updates themselves.

Every other job I have ever held have sent me a contract and start date at most 2-3 days after telling me all is good to go on the phone, so really don't know how to process this...

It's not uncommon (and it's not restricted to the public sector). Your contact doesn't have the only say on the hire. HR, accounts, middle and/or senior management may all have to sign off. There will be 5 or 6 different business processes involved that all have to be completed before a contract gets sent out, and there's probably nothing your contact can do to speed it up (or at least, nothing they will do). All you can really do is continue following up with them
