Cost for calling freephone number when roaming?

I was roaming recently in London and called a UK 0-800 freephone customer support number while there. When roaming in UK, UK numbers are no extra charge for me, included in my unlimited minutes. I was roaming recently in London and called a UK 0-800 freephone customer support number while there.
When roaming in UK, UK numbers are no extra charge for me, included in my unlimited minutes.
However in this case I was charged premium rates of ~€1.20 per minute - for about 20 minutes.
So - can anyone tell me if this is a legitimate charge or should I dispute it with my provider?
Note - when asked, the provide responded "it may have been free to call from a UK network but if you were charged then it was not a freephone number but a premium number. You will be liable for the charges."
