2 of 5yr fixed mortgage, can I negotiate

Hi Recently got solar up on the roof and upgraded windows and it brought my house from a d1 to be. My LTV is less than 30%, I am currently on 3% fixed, with the new rates and green reduction i could save 0.4%, will BOi negotiate if I start a new 5 year fixed? Keen to use the 0.4% to speed up the payback on the panels Thanks
