Is it possible to make a basement taller and make it habitable?

    I have a friend who has a house that is one level in the front but in the back it is 2 stories with the lower being a garage with its own entrance.

    As the ceiling is just 7 foot 2 inches tall, would it be possible to dig out some of the foundation in order to make the ceiling taller and make the place habitable?

    PS. any idea of the cost for something like this in the West, it being aprox 10ft x 25ft

    It is possible? Sure, it's possible in the sense that it's structurally possible. However its unlikely to be cheap or cost effective.

    Depending on a few variables, it will involve some form of underpinning or propping foundation, excavating, waterproofing, insulating. A lot of work to drop a slab 600mm. Would probably be cheaper to knock the back off and go again.
