Neighbour’s dogs

Hi all, bit of a weird one here so bare with me. Neighbours have two “outside” dogs. They have a patch of garden that they are kept in. They have not left the garden for over two years. There are several things that are really starting to impact on us. Dry Food is put out late at night and the refilled in the afternoon. The dogs are not that interested in the food so every morning the birds are in to feed and then they return when the food is refilled in the afternoon. We can’t put clothes on the washing line and birds are constantly dropping the kibble and dog faeces into our garden. Actually if the food is not out at a certain time, they all wait in the surrounding trees and on the roofs of the houses. This has been going on since the summer before last. Birds on the roof, chipping away at the kibble at 4am in June etc. We now have observed rats that have burrowed in from this garden into ours. All recorded on a wildlife camera and documented. We have informally approached them to see if they would feed the dogs for a set period of time and then remove uneaten food. They have refused this request. We also informed them about the rat situation but again are not interested. We have a dog ourselves that is part of the family, indoor, warm, loved, looking at him right now curled up in front of the fire. And also whistle fed at appropriate times, 7am and 5pm and the royal canine kibble is eaten straight away. Can anyone suggest what our next options are here by any chance? Would love to hear some suggestions.
