Raised bed percolation area seepage

Hi there, I've a raised bed that is seeping clear water from the area where the percolation pipes begin (not the main tank). See photo attached. Hi there,

Could it be because the ground where the percolation area is, is water logged after all the recent rain fall, and the water table being high at the moment?
