Hi. I want to disconnect the front door bell. Does this transformer just pull out from the fuse box?

No it doesn't pull out , but disconnect the supply to it would be the way to do it
Not sure if homeowner is allowed to work at board in his house , I think if you're a spark it's allowed can't recall ?
