Taking part in cancer clinical trial in the US

A family member would like to take part in a clinical trial that's recruiting in the USA.

Does anyone know whether it's possible for Irish residents to take part in a US trial. If yes, must one travel regularly to the US or can his Irish oncologist oversee the trial on behalf of the US researchers? Any info greatly appreciated.
