Shubbery & keeping weeds down.

We have 2 areas with shrubs that are still relatively immature so there's alot of soil on display. The weeds and remnants of the last home owner though are just incessant. We were going to put down mulch but is there anything (relatively easy) that we would put down underneath to keep the weeds down?

Adding organic matter is fine, but it can leave the soil very rich.

You can get a weed membrane and then cover with mulch.

Weeds should be removed/killed beforehand

Sounds exactly like our garden. Woodchip or bark goes a long way to helping keep weeds down, I don't advise membrane, its more trouble than it is worth. Good layer of mulch, pull the few weeds that do come through and top up mulch annually till the shrubs have taken over.
