An analogy for you: Most Dublin bricks and mortar so-called "smart phone repair" stores are legally legit, pay their taxes and file accounts.
90% are iffy to hand your smartphone into.

If you are looking to get a phone / device unlocked I can personally recommend https://www.unlockbase.com/ - I found them excellent to deal with. They also have a price match guarantee which I used successfully.

I used doctorSIM last year, and had no problems with it! In fairness it was an easy process!
