This may be a stupid question but do they teach irish in the Garda College?

They do. I would not let that be something that puts you off applying. Regardless of your level of Irish they will pull out all of the stops to ensure you progress, regardless of whether you are a fluent speaker or have absolutely no Irish before entering the college.
