New Replacement Toilet Install Has No Flush - 6L - Waste Pipe Smell

Hi, a new replacement toilet was recently installed but is still unusable as the flush is useless and the plumber has no idea how to fix. The issue he says is with the 6L concealed cistern, which he says is not powerful enough.

Before we purchased we had enquired if the 6L would be sufficient and both the supplier and anther plumber had said it should.

The issue we are facing is that after the cistern fills the flush is not sufficient to safely clear the toilet!

The only solution the plumber is presenting is to get a new toilet despite just installed both the new toilet and concealed cistern!

I would greatly appreciate if anyone has any tips or could suggest anything the plumber could try!

The waste smell he says is coming from the vent that used to be there, which was concealed in the crawl space but never had an issue with smells in the previous 24 years now suddenly started to smell. He installed a new vent 2 hours ago so will see if that works (toilet installed 7 days ago)

    Thanks
