As 48 is owned by 02, can 02 phones take a 48 simcard?

No, SIM lock is applied based on MNC which is '02' for 02 and '11' for 48 & Tesco.

So a Tesco phone could take a 48 SIM straight out of the box?

Used to be O2 and Three worked. But an O2 phone is about 7yrs old. Why would you use one.
