You can only claim Irish VAT back on a service like this when you receive a VAT invoice from an Irish VAT registered supplier (and you are also Irish VAT registered).
If you are VAT registered and hired someone meeting that criteria via Upwork then you can claim the VAT as shown on their invoice, but it sounds like you acquired non EU services on which you might be expected to self account for VAT.
