Do I need to find a GP first who takes me on as medical card patient? Or does the HSE find me a GP? Is 1 of these ways better?

You call GPs yourself. If you're then turned down by 3 different places, the HSE will make someone take you.

You require a GP to fill in an application for a Medical Card , so of you have one , they will assist .
If you don't it gets a little tricky as few are taking on new patients.
The HSE only get involved if an existing MC patient requests to move to another GP
