Cashback plus 1% not paid

Hi, our cash back 1% wasn’t paid after 5 years last year, at the time the help desk said it was because 5k of the total mortgage was held back at drawdown by underwriter for a year which we had to chase and chase. That year is now up, but the 1% still hasn’t been paid, is it supposed to be an automatic thing or so we have…
