CPI price increase in April

Thinking of switching to Eir for as Sky 12 month contract is up for broadband only. Eir T&C's refer to a Consumer price index related increase + 3% in April. Anyone know if this is applicable for all providers and if applicable during contract period?

I know Vodafone apply it but it doesn't look like Sky apply it (I hope not as I'm due to get it installed in January). Yes it applys during the contract period which means that you can no longer get out of the contract when that price rise comes into effect.
