ETRTO 21c x700 ,ok for 28C tyres?

Hi thinking of getting some Mavic crossride wheels 700x21c, Mavic say suitable for 35c tyres and wider ??...many other wheels companies and charts say 28c tyres ok for this width (21c) anyone got any advice or running 28c on this etrto size ??

I've run 28c on 20mm rims with no bother, 24c pave terrified me (not sure why).

I think you'd be fine, need a little more pressure probably.
