Tesco: are the phones locked to Tesco sims under prepay account

if its locked u have to have an account with them for nine months or have put 160 euros on that account/sim before the will give ye the unlocking code bought a tcl phone with them locked to tesco but the sons samsung phone was unlocked it may be just the luck of the draw if its locked or unlocked?
