I see there is a new lane on the right (new as in I had not cycled that way since Covid started).

Not greatly signposted for those who were used to cycling on the extreme left lane the whole way from Heuston to OCS. The old shared cycle lane suddenly becomes a bus-only. Granted the new lane itself is clearly marked but it seems difficult to move across traffic to get into said lane

it's been there probably two years now. main issue i can see with it is people driving up the quays, inbound, swinging right onto capel street bridge, may not be used to cyclists coming up on the right hand side.

Yes this was actually an ROD design for the permanent liffey cycle route, a project long since abandoned. Its really a shocking testament to the state of the place and attitude of the council towards pedestrians and cyclists. Hard to believe it was allowed at all when the option to continue the river side lane all the way to Heuston was available.

In the absence of a definition, I'm making my "beavis and butthead" conclusions of what it means :)

ROD is a consultancy used by DCC whom appear to have never read DMURS the national cycling manual or any other relevant design document.

Liffey Cycle Route isn't abandoned. Discussion is ongoing, more announcements made this week.
