Who to report stolen sheep

An uncle of mine had 23 ewes & 17 lambs stolen last September, reported to Guards at the time, was given pulse no. etc. but chances are he'll never see them again, he has since bought in replacement ewes to keep numbers up. Unfortunately he's not the only victim of these marauding gangs. He did not report the theft to the…

Unfortunately he's not the only victim of these marauding gangs. He did not report the theft to the department, is this something he should do ? If yes which section, his local DVO or other ?? Yes, he should have reported it to his local DVO at the time quoting the Garda pulse number.
