How are the pots going to be drawn for the last 16 round robin? I know provincial champs will be first seeds, then will it be runners up second seeds? And how will third and fourth seeds be decided, on prov results or league positions?

Provincial losers will be 2nd seeds.

I'd say the rest will go on league position.

Doing it on provincial results would be unfair given the differences between the provinces, like Connacht and Munster teams get byes into semifinals.

Agree, league position would be much fairer but i havent seen it clarified anywhere

According to GAA.ie

3rd seed are the 4 highest in the league who are not involved in provincial finals.

League winner is higher than loser even if loser finished top. Also TC champions are 4th seed if they haven't achieved higher through other routes.
