Concrete Water Tank - Renewing

I'm cleaning this water tank, about 24ftx8ftx8ft. It's water tight but has had some crack repair in the past.

2 questions:

1. I want to seal the inside of the tank with a potable sealant but can't find an affordable & suitable product. Any suggestions?

2. I have about 2 inches of water on the bottom with silt I want to clean out. Anyone have any suggestions as to how to clean it out? My submersible pumps has done all it can do. Is it shovel and bucket time? 😔

To get water out...

Fill a bucket (or bin) with water inside the tank. Scoop water into bucket with a jug or something similar. Pump water out from the bucket.

Fill the cracks with cement, then use hot bitumen to seal. Most hire centres do a container for heating the bitumen. Pour it on with a (metal) watering can

Lift up one end a bit and the pump will get it all from the other 🤣

Get a diamond core and at the lowest point drill out a 40-50mm core. Get a rubber bung that size to seal it. Fit the bung on the inside. This will make it easier to drink and clean in future.

Thanks all.

I'll go with the bin to put the pump into and manually shovel the last bit of silt/water in. Should be grand.

As regards protecting the inside, it's less about cracks and more about stopping the internal plaster from degrading any more. It's 50+ years at this point and washing it weakens it again.

This product seems to be paintable and water safe. Closest I've seen so far.
