US Pre-clearance security?

When did US pre-clearance stop doing the second security scan? Went through this morning and everyone was sent round the security, staff were standing around the lanes doing nothing and no one was scanned. Nice time saver, except for now have ages sitting at the gate doing nothing.

It's a new development. Literally the last few days.
But the FAA have decided that airport security in Dublin is now sufficient to do away with the need for a separate TSA security screening.
I don't know when it was announced or when the decision was taken. Maybe its been discussed only recently?
