Victorian Tile restoration

We have Victorian tiles under the carpet in our hall.

The previous owners did some plumbing work and concreted over it in parts (See attached pic)

I am looking to keep as much as the original tiles as possible and buy new ones to match the missing ones.

My wife got quoted €8k for this!!!! 😱 from a guy who specialises in victorian tile restorations.

There is not that many tiles missing so the main work is to clean and bring up the existing tiles.

The pattern is very basic with common colour tiles

Is it really difficult or expensive to do this? Can a regular tiler not match missing tiles?

or is it something that I could get done by a regular tiler for a better price?

I'd guess the point of keeping the old tiles and restore them is to do it properly, otherwise get a regular tiler to put down new tiles (unless you felt the specialist was ripping you off, ask questions about the process and time involved).
