Is there any way of getting independent review/opinion?

I'm looking into how to improve my home energy efficiency but obviously, every time I reach out to a vendor my house is in bits and they need to sell me X, Y and Z.

Where could I go to have an independent and unbiased opinion of what needs to be done in my house?

I've been looking into insulation surveyors but usually they sell as well insulation services which would put their opinion in conflict.

you could always get a BER test done, they come with a written summary, and identify areas of weakness. At least from there, you can start getting quotes for upgrading the areas highlighted, and then decide for yourself which ones deliver the best return vs investment.

I do have a BER report but I would need something more granular. So given the report, my windows are really bad and they need to be replaced but, could I repair them and improve the heat loss? how much? what are the suggestions? what alternatives do I have?

As you said the BER rating is a good starting point but I would more advanced advise.
