Why did virgin media switch me from 360/30 to 30/3???

I had 30/3 for over 10 years, they said my area wasn't upgradable. Then all of a sudden i was getting 360/30 meg for over 6 months. Now for some reason its gone back to 30/3 meg. Wtf is going on?
