Booked specific seat on airline, but given random seat during check-in?

I booked a specific seat on a Qatar airways flight for a hefty €30, chosen due to an arm injury and also near the back where I prefer, but they instead put me on another seat further up and on a different seat which exposed my injured arm to getting bumps from passing trolleys. Flight was full so I didn't have other options to move.

They replied that they are entitled to change seats at their own discretion but surely this would be considered non-delivery of a paid service as I was given a random seat the same as someone who hadn't paid for a seat?

    They didn't offer a refund.
