Motor Insurance on International Drivers Permit

Is it possible to get car insurance on International Drivers permit? Or is it better to get a learners permit and insure on that?

Short answer: No.
An international driver's permit is not a driving licence. When accompanied by a national driving licence, it's purpose is to assist in translation, especially in countries that do not use the Latin alphabet. By itself, it's not worth the paper it's written on.
