Property with questionable boundary

I'm currently sale agreed on a property, but it seems the seller has cut down trees from a public park which borders the rear garden of the property, to make the garden look bigger, there are no boundary markings, wall or fence etc..

What would the implications of this be if I were to proceed with the sale? I was planning to get a land surveyor in to phisically mark the site and once moved in to construct a fence or wall.

Do the council have any responsibility to construct a wall or fence etc.. where a public park meets a residential property / garden?

    Cheers
