    Please enlighten me!

Without someone to accompany you while on the L plate, how are you supposed to get a full driving license?

    You aren't.

You pay for driving lessons and the instructor is the accompanying driver

Or, you find some other fully-licensed person who will accompany you — usually a family member or friend.

The bottom line is that you are not supposed to develop the skills needed to pass the test by driving unsupervised.
