Attic Insulation - Dormer House

Looking for opinions on best options for insulating this attic space in a dormer house. It's about 2.6m x 1.7m = 4.5m2. Not large but an extremely tight area to access. The water tank takes up a substantial area. Reaching down either side of the tank is really hard. Most of the exisiting insulation is completely flat and not fitting correctly either so there are several gaps. The backside of the plaster board in either rooms in the attic space does not appear to be insulated at all. Nor are the hatches. A bit of the felt is torn. The attic is accessed from either end. A regular roof hatch from one room and a wall panel high up on vaulted ceiling (too small to fit in unless you're a child). Any insulating would probably need to be done while standing at either hatch point.

I've read elsewhere on Boards that dormers are notorious for poor airtightness, so I plan to get a test done.

Really just looking for insight on what you'd do.
