House extension and garage construction

    Hi, I have below 2 queries around the house I'm planning to buy.

    1. This house is constructed in 2002 and current owner converted living room and kitchen into larger kitchen (by demolishing internal wall) with some modern modifications. I don't see any planning permission was taken for this modification. So my question is, does this consider as exempted development and no planning permission required for such work ? If not then do seller need to obtain planning permission now ?

    2. They have constructed garage in 2017 with approved planning permission of 14 sqm (fourteen). However, actual construction is around 30 sqm. Does this construction is illegal and will need revised planning permission or is this permissible as per limit of 40sqm rule ?

    Kindly suggest what all precautions I should take while purchasing this house. I really like the house and don't want to lose if nothing much concerning for future.
