Does anyone know is US FET actually charged to the estate of a deceased Irish investor for US based assets (such as shares) on the death of the investor?

I have read that it is impractical for the IRS to chase this tax up in terms of identifying the deceased investor and charging the tax to the estate. There is not much coverage of this onerous tax (40% on the excess over $60k) in the media, which if charged, makes direct investing in US based assets a nonrunner.
