I take it you mean the green cert rather than the safe pass!

You can avail of the grants and top up if this is you're first time on a herd number. Time limit is 5 years up to your 40th birthday.

Yes, if you're named on the herd number you should have been claiming it for 5 years up to 40.

If you're on the herd number for 3 years then you have 2 years young farmers left to claim, up to your 40th birthday.

On the herd number but it was set up in 2008. Which at the time ruled me out of claiming the YFS at the time i.e. back in 2015. Had been farming more than 5 years. It was known as the forgotten farmer.
