Who do you think is going to procure, design, test, implement and manage these linked systems?

I imagine the Dept of Health.Or the HSE would form some committee or other for the responsibilty, and probably bring in an external consultant.

Literally that vague.Because the reality of it happening is pretty slim. It's unlikely the bulk of the day-to-day admin staff will be the ones procuring, designing, testing or implementing. If it was done properly, it won't be by them.Likely to be outsourced.

The bigger question really is do these staff keep their job by default or can they actually be let go at all, given they work for the Health Service.I'm not all that sure of the answer to that one.

Stop imagining. With all due respect, you have no clue about the complexity of such a project, which is a challenge for healthcare systems all over the world. The reason why we're so far behind many other countries is because we haven't put anything near enough in staffing and funding.

Engaging "a consultant" isn't a solution. There are tonnes of consultants working on this for years, and they're still only scratching the surface.

    Your two proposals are contradictory.
