Does civil service mobility slow down December/January?

I'm an EO and have been quite close to the top of the list for a while and it's only moved one number since beginning of December for 3 different departments. I'm desperate to get out of where I am now so just hoping it picks up again soon

I often find in February it moves because you have January to confirm your interest. I think (from what I have seen on my locations) that they update it in early Feb to reflect those who didn't confirm interest.
