New developments and amenities

If a developer has amenities in the plans for a new estate, courts or play areas etc. Are they under any legal obligation at all to build them ? Can they carry on building and change their minds on it ? Thanks

If they're part of the planning application then they are obliged to develop them and legal action can be taken to force them to develop it. If they're just part of the glossy brochure then no.
