Cathedral roof insulation

Have a 10-year-old extension with a cathedral-style roof, so top to bottom there is roof-tile, vapour barrier, rigid insulation, and plasterboard layers. There are several downlighters in the ceiling though and it turns out there is zero insulation around/above them, presumably due to fire risk. That's 10 downlighters, each with say a square foot box of zero insulation. As a result, heat retention in the room below is very poor.

I'm trying to figure out if there is any way to retrofit some insulation without ripping down the ceiling and starting over again, putting downlighter covers around the lights and insulating above them. Any thoughts?

If you wanted ro do the job properly you'd need to consider taking down the existing ceiling then upgrade insulation, ensure adequate roof ventilation is in place before relining. This would also afford you the opportunity to incorporate a good air tight membrane and vapor check. Creating a service cavity by battening out gives you more flexibilty regarding electrical cabling runs but I'd forget about downlighters altogether.
