With the HSE, it's really variable: you maybe be unlucky and get placed in a section with a bad reputation, that no one ever moves out of. Or you could get something with opportunities.
In the wider public service there are sometimes more opportunities, just because they don't need to maintain a small army of clinic receptionists and ward clerks.
