Hi all, building a 4" block shed…span 9' 8"…are 4x2,s at 16" centres ok, roof tiles are cement/concrete. Thanks.

We can’t size structural members for you. See above.
But I can say that, 9’8” is significantly further than the max span permitted by the Irish and European codes for Design of Timber Structures.
